Special:Recentchanges caches the output from the ATOM/RSS feeds according
to the requesting user's rights. So, if a 'sysop' user requests an ATOM/RSS
feed, then it is the rights of the 'sysop' user that determines the content
of the feed.

The proposed fix is to only list the items opened to all i.e. group '*'. Any 
other
way would require per-group tracking etc.
