Autodesk\3ds Max 2011\stdplugs\Caddies.gup> failed to initialize. Error code 127 #55

I have installed all step by step, Python 2.4, pywin32, and 
bluroffline_2012_06_11.exe.

every goes OK with no issues, but after all the installations, I run 3ds max 
2011 32 bits, and give me the next error, 

"maxpath\3ds Max 2011\stdplugs\Caddies.gup> failed to initialize. Error code 
127"

After that max opens, and I can use the python menu, and even use treegrunt, 
all the tools works, but max crashes more often, some times selecting meshes or 
components, and behaves weird, sometimes doesn't shows up the correct stack of 
modifiers of the selected object, it shows the previous selected object or 
doesn't shows anything, I have to restart max frequently in order to keep 
working, among other errors. 

I already looked on the forums and I have tried the moving the qtfiles etc, but 
nothing works. Please let me know what I can do.

I encountered this issue a couple of times trying to fix other issues.
This seemed to occur most when max wasn't loading QT properly.
Uninstall blurdev and remove any lingering files.
Re-install and you should be fine!

I am having this same issue. I have tried installing and uninstalling several 
times - while cleaning everything I can find in between. 

Any tips would be appreciated.
