This is just to keep track of where I'm up to with this.
The EU TED (Tenders Electionic Daily) site publishes details of contracts over a certain value threshold e.g.

This is interesting for two reasons:
Unfortunately, there doesn't appear to be a clear flag to say which of the tenders are PFIs so there would have to be something clever or something manual.
There's a good set of the available data here:

These could then be linked to the source on the TED site.
