Missing source code release tarball for 6.13.0 #1678

Hi John!

The miller-6.13.0.tar.gz source code tarball is missing from the 6.13.0 assets; the only available source tarball is the archive automatically generated by GitHub from the tag, but it’s much larger than the usual release tarball.
