Link to Add a Profile Image Should appear on Edit Form #25

What steps will reproduce the problem?
1. Only when you finish editing a profile here: /people/edit/
2. Are you presented with the option/link to add a profile image to
/people/edit/image/

This is a UX issue.  The option to add an image should be part of the
profile/edit form.

de-prioritizing this 

we can just make it more clear, so after they create the basic profile they're 
presented with a default image which 
they will want to change, kind of like twitter.
