Bug: Seismic Toss is not affecting Misty's Starmie

What emulator and/or hardware are you are using? Gambatte on Macbook pro

Which patch are you using? Downloaded the latest patch from Github (not the LIte one)

What ROM base are you using? Standard USA rom type

How are you utilizing the patch? Please list any tools/accessories that are used to utilize the patch with your owned ROM copy (patching programs, retroarch, 3rd-party reproduction hardware, etc). Please provide a version number if possible.

What version of this project are you using? 1.24

What is the problem you encountered? Fought Misty with Wartortle with Seismic Toss. I could hit Staryu with Seismic Toss without problem. With Starmie it said that Starmie is unaffacted. I tried levelling up, thinking maybe it has to do with being lower level, at same level, same result. Also paralyzed Starmie and reduced it's speed until Wartortle was faster. Still Starmie was unaffected.

Later fought wild Drowzee. Again Seismic Toss not affected. Double Kick from Nidoking still hits.

Expected behavior Being able to hit Psychic pokémon with a decent move. THEY'RE ALREADY OVERPOWERD MR. JOJOBEAR13!

Is it possible to reproduce the problem? If so, please list the exact steps taken to reproduce the erroneous behavior. Example: I it happened every time fighting Starmie with Wartotle and using Seismic Toss. Later Drowzee east of Vermillion
