Upgrade to webpack v5 #432

In https://github.com/josephfrazier/reported-web/pull/418 and https://github.com/josephfrazier/reported-web/pull/427, I went to all the effort of getting Webpack v5 working, only to discover in the end that it wasn't required to upgrade Node, so I didn't make the webpack change then. But, since all the work was done, may as well take advantage of it.
