Create readme #22

@joemcl The PR here is a little messy with changing and then reverting the info.xml, and the reference to the previous name of the extension coop.palantetech.electoral. If you want credit for this code, I can see if Github will allow me to cherry-pick just commit d3f6252. If you don't care about the credit, I can close this and just copy this into README.md myself. Let me know.
