Deleted issues break the Help Scout card #1

If a Help Scout conversation is linked to a Github Issue, but that Issue is then deleted, the Help Scout card will render an error.

Development is done here, just need to do testing and add the configurations to the Github App.

Note that there's some pretty impactful migrations here, and this should be heavily tested post-release
