Option for a silent link? #12

If we plan to move a lot of older conversations from our existing system (Help Scout tags) to rely on Carrick, it's going to generate a ton of notification noise in GitHub.

So, it would be nice to have the ability to link a conversation to an issue without creating a comment on GitHub.

This is actually a bug. Tracking in #13.
