Mongoose 2.9 exits without doing anything

What steps will reproduce the problem?
1. Set up a mongoose Windows environment as usual -- either standalone or as a 
Windows Service.
2. Browse to a page (Service) or run mongoose (standalone).
3. Nothing happens. Service: mongoose does not serve; standalone: mongoose 
exits immediately when run, with no error log and no system error entry.

What is the expected output? What do you see instead?

I expect 2.9 to work. I see the same thing as when mongoose is not running.

What version of the product are you using? On what operating system? 2.9 on 
Windows XP Home SP3, Firefox 3.0.19.

Please provide any additional information below.

My guess is that there is something wrong with my mongoose.conf file, but I 
can't find the problem. The file is attached.

This may be just an example of Bug 169 (poor errr message).
