Mongoose hangs IE customization during Active Setup #204

What steps will reproduce the problem?
1. Start Mongoose as a service on XP/2003x86/2003x64 
2. Kick of a sysprep process
3. Login with an account.  The account hangs during IE configuration.  Killing 
mongoose process allows the configuration to complete.

What is the expected output? What do you see instead?
Expecting to have IE complete its configuration in active setup and login the 
user.

What version of the product are you using? On what operating system?
we are using 2.10 on Windows XP, 2003 x86 and 2003 x64

Please provide any additional information below.
we are basically using the mongoose proxy server as a local pac script host.  
The pac script describes on how IE should handle internet connections.

We also found that when running IE with mongoose service running hangs the 
connection settings window when saving connection changes.

I forget to mention that the dhcp configuration points the autodetect to 
mongoose on the machine that hosts the pac file.

To clarify, are you running mongoose as a proxy server?
How is that configured?

we are running mongoose as a web server hosting a pac script file.  The machine 
it self is not the proxy.
