sf: PCM too low #599

The gain for FIR filters changed in dbe13963422c6c6d8a119bc9bddba26cb1b4a8e2 This affected CPS1.5 and CPS2 by reducing the volume greatly. That was patched in 7e16d43 by disabling the filter. JTSF is still affected. The old fir*hex files are not compatible with the current jtframe_fir module
