mailbag is a preprocess module.

it does 2 things:
- determines the editype (is it edifact, x12, tradacoms)
- it splits up interchanges. This is sometimes neccesary:
     - multiple interchanges with different characersets
      - multiple interchanges, each with its own UNA
   if there is only one interchange in edi file, it will just pass the interchange
