Adding DownrangeDistance check from RP-O #703

Hello - firstly, love your work on this mod - such a high quality mod, well done!

I'm asking - would you be interested in include the DownrangeDistance parameter from RP-O contract configurator extension? Here are the links to the code if you're interested. We would love to use this parameter as part of History Of Spaceflight contract pack.
