[jsk_fetch_startup] Avoid collision between l515 and head_pan_link #1818

This PR fixes #1807.

I added disable_collision about head_pan link and l515.

Yes, I am preparing now. Files related to L515 depends on https://github.com/jsk-ros-pkg/jsk_robot/pull/1702.
