Add past proposals and other grant info to Funding page

This PR

Adds a section for past proposals to the Funding page
Moves the CZI EOSS grant roadmap to an appropriate directory and links to in from Funding

Fixes #76

It is in draft mode because I need to make changes not completed before #64 was merged. They include:

[x] Create a file to listed completed roadmap items (also good so people can double check that changes are working)
[x] Check if I need to update the docs index (or if this is grouped in fine with the meeting notes)
[x] Make sure the intro has proper context for this repository. Maybe link to the proposal or other issues on this repo that are relevant.
[x] Link to this from the readme

Even though there's more to do, I'm open to review now. Thank you!

Since I've gotten pretty neutral verbal feedback on this and we can always iterate, I'm going to merge this PR. Still let me know if you have any feedback and I can fix it in a follow up PR!
