As discussed with @krassowski in this PR https://github.com/jupyterlab/jupyterlab-desktop/pull/781

Consider developing a JupyterLab extension that exposes the functionality needed by the desktop app instead of full jupyterapp.
Consider exposing an API to access desktop app functionality from extensions (ie. window.jlabDesktopAPI)
