Expand for use Association-wide #115

There might be value in expanding the use of Auto-Perry to the entire Association, or even wider. Obvious issues include:

  1. People would probably want to filter events based on travel distance (people in Wishbeach are unlikely to want to help at a practice in Littlington). To do that we'd need to record where people and events are located. This probably means we'd need to implement #18 making 'Location' a first class object in the system and capture physical location (which we could perhaps steal from Dove)
  2. We'd need to work out how to handle people approval Association-wide - at the very least this would need something like a couple of approvers from each district.
