put our chat room as a pop-up on the front of the website #220

This would put the people and the conversation of Public Lab front and center! Example from a great hackerspace (using Scrollback, but we'd use IRC): http://hackerspace.sg/

Eww, I don't like Scrollback. No option to sign in (I hate being forced onto chat sites even with anonymity). Also that little popup would be terrible on netbooks or smaller screens; it'd have to be skipped on mobile entirely.

But yeah, it would be good to have some easier way to access the Public Lab chat stuff for users interested in that.

We could also look into creating an Unhangout for people who want to be more talking and faces and include a link to that. http://hangout.media.mit.edu/
