[release/0.15] Bump klipper-helm image for tls secret support #236

backport of https://github.com/k3s-io/helm-controller/pull/235 for pre-wrangler/v3 branch

Currently the spec.authSecret must be a Basic authentication Secret. This adds support for TLS Secrets.
