Need to get District of Columbia into state list for US #139

Apparently there is a character limit on the dropdown of states. Need to
verify that District of Columbia (or DC) shows still...

I just verified that DC is not in the list of dropdown states for US. JPG had 
fixed
this for another project so hoping he can apply that fix to the getpaid list.
