Payable tab shows up for registered user #66

What steps will reproduce the problem?
1. Log in to the site as a regular user (ie the registration you do during
checkout)
2. Navigate to a payable object
3. Click on the "payable" tab above the content

What is the expected output? What do you see instead?

The "payable" tab should only be visible to the site admins (ie have perms
to set payable info). When a regular user sees and clicks on the tab, they
get an "insufficient priveledges" error.
