Disclaimer and privacy policy need to be included on info gathering screens

The admin screens allow for setting a privacy and disclaimer statement.
These were meant to be included on the checkout process. 

In general, privacy policy should be visible any time we are taking user
information. 

The disclaimer was meant more for the actual transaction process and may be
limited to (a) the final checkout page and (b) a link to store policies.

I had added templates and z3 views for disclaimer and privacy policy. They need 
to be
linked from the checkout form. Look

I added links to the disclaimer and to the privacy policy text from the 
checkout form.

Where else should we add links to those pages?

Also, we may want to change the place where the links are now to make it look 
pretty.

I would also suggest to add the privacy and disclaimer links to the user's order
history page.
