Clicking checkout from the shopping cart requires login, from the portlet it does not

What steps will reproduce the problem?
1. Add an item to your shopping cart
2. Click "checkout" in the next steps box... notice you have to log in
3. Click "checkout" in the "your cart" portlet... no login required

What is the expected output? What do you see instead?
I would expect the login to be consistent.

What version of the product are you using? On what operating system?
I'm using the build from 8/23/07
