Need "checkout configuration" screen #96

The product now allows for authenticated and anonymous checkout. We should
set this as an option in the setup screen from a "Checkout Configuration"
page. The page would have selectors for "Allow anonymous checkout" or
"Require users to register". 

This should then be reflected in the links for checkout behavior, cart etc

this is now taken care of in the pay processor screen. ui could be improved, 
but works...
