Running programs from command line is broken #16

What steps will reproduce the problem?
1. Run any program

What is the expected output? What do you see instead?
I expected program being run and, if the program is console typed, its output 
being displayed in FAR console. Instead nothing happens at all

What version of the product are you using? On what operating system?
Win7 x86_64, FAR 2.0.1807 x64 (no Admin rights)
drag-n-drop - mainline version
