Implement Auto-Label workflow for Issues🚀

Description: Create a GitHub Actions workflow that automatically labels new issues and pull requests based on their content. This will help categorize and prioritize tasks for better project management.

To label new issues is what need to be decided by the Project admins. I don't think we need this but start Q/A discussion related to this issue @amiya-cyber
