Running "Server -browser" does nothing at all.

What steps will reproduce the problem?
1. run `java Server -browser`

What is the expected output?
It should either start a browser or at least complain about bad cmd line 
options.

What do you see instead?
It does nothing at all.

Please use labels and text to provide additional information.
It happens simply because of the browser start code nested in the web server 
start block and the "-web" option wasn't given.
