Support from v5.14.4 #20

This pull request bumps up the support Perl version.

Background:

The minimum supported version of perl toolchain has been updated: https://github.com/rjbs/toolchain-site/blob/master/lyon-amendment.md#minimum-support-perl
And then IO::Socket::IP has been changed to support from v5.14.
