3.4.5 - Daylighting, Daylight Control Requirements

Explanation of issue:

Building descriptor 'Daylight Control Requirements'  identifies conditions 
under which daylighting controls are 'mandatory' and/or 'required'.  What is 
the desired software functionality if the mandatory/required controls are not 
present in the proposed design?

See attached- the proposed design either needs to meet the mandatory 
requirements or qualify for one of the exceptions (documented in the attachment)

A user shouldn't be able to generate a baseline/report if the mandatory 
requirements aren't met AND none of the exceptions are indicated as applicable 
by the user

This has been added to the PRM-RM as well
