Mandatory Lighting Controls- #929

CBECC v3b beta and prior versions

As per the standards credits are not allowed for mandatory lighting controls. 
Currently, users are required to model mandatory lighting controls in the 
lighting system and are allowed to take a PAF even if the control is a 
mandatory requirement. 

What version of CBECC-NRes are you using? On what operating system?
