[ ] How do they fit into locations and negotiation domains?
[ ] (Assuming we keep it mostly as is) refactor pkg/reconciler/apis/apiresource.Controller to conform to controller standards (controller reconciles 1 type in 1 queue, other controllers reconcile other types)
