Update all the TMC e2e test fixture to make them support multi-shard #45

The TMC-related fixtures (SyncerFixture, fake workload cluster) should be updated to correctly support multi-shard, and provide helpers to retrieve the VW URL corresponding to the right shard, similar to the e2e helpers that exist on the core side.
