Generate HTML Forecast #11

Generate a HTML version of the forecast using the information extracted in #10 and present along side the pdfs in the index created in #9

We now have an acceptable MVP for HTML forecast!

In English: Image Image Image Image

In Georgian: Image

Georgian translations for likelihood are a little too long, will request some shorter ones if possible.
