refactor: replace BlueprintsLayout to reuse DottedLayout #6095

When the initial layout for Blueprints was introduced, it was not architectured to be shared with other pages.

Now that we want to add it to plugins and apps, this is what is needed to make it shared.

Change name to dotted layout
move it to components/layout
make it accept icons and texts as props
refactor apps and blueprints to use it
