New release of fortranformat may error on installation: pin fortranformat<1.0.0 #25

Two days ago the dependency fortranformat got a new major release version from 0..2.5 to 1.0.0, its first release in seven years: https://pypi.org/project/fortranformat/#history

The telfit setup.py errored on the install of 1.0. Pinning the setup.py to fortranformat<1.0 resolved the problem.
