Change ILP-CEPA to another, more interesting name #10

I think ILP-CEPA is a pretty lame name. I'm open to ideas, but the reason why I want to change the name is to get some better branding going for more projects in the Interledger ecosystem in general.

This repo would get a logo, just about as fancy as the one from Interledger-rs.
