This adjusts the r-cmd-check workflow to keep it from running unnecessarily and from storing so much unnecessary material as artifacts.
It modifies the binary-build workflow so that it automatically runs whenever a tag of the right form is given, and then creates a draft release.
The test-coverage workflow will not run unnecessarily now (i.e., only when package codes proper have changed).
