Please allow me to chime in and ask a question… What's the use case?
I try to imagine how this works… Let's say we have Joe, Peter and Lucy. If Joe is sent to a customer, his price per Kilometer is 0.6$, if it's Peter then it's 0.4$ and Lucy is the manager and she is 1.2$ per Kilometer?
Just curious, I have never seen a company where the customer has to pay different prices per Kilometer for on Site service depending on the person that shows up.
And we're talking different people having different prices? We're not talking about employees driving different vehicles for different purposes? Like Joe drives the medium truck, Peter the small truck and Lucy the heavy truck? Then it's "Price per Kilometer for medium trucks", "…for small trucks" or "…heavy trucks". Or something like this.

The point is precisely this: everyone drives their own vehicle and the cost per kilometer is calculated on the car model. We are talking about the kilometres, but even for work trips there is a fixed amount that is assigned depending on the employee's role, and so on.
If it's calculated by the car model, then it's different entries for "small car", "medium car", "big car" like my trucks example. So it's not based on the employee but the car, so there's different expenses for different cars. That's easy to accomplish in Kimai, just create different expenses for different car classes/types.
Please, add the ability to enable per-user category, as different users may have different cost amounts. For example: the cost per kilometer is not the same for every user.
