All dialog boxes fail in IE 8

When the link dialog box is invoked in IE 8, it comes up as a blank grey 
box.

Looking into this further, it appears that it's not just the link dialog -- all 
dialog boxes are failing in the same manner in IE 8.

I've worked around this in my dev area; the changes need to be cleaned up and 
checked in to Git.
