Highlight and quotation buttons fail if start of selection not in a paragraph element #195

If the start of the selection is in an h1-6, pre, ul, ol, blockquote, or
possibly other non-paragraph block-level elements, neither the highlight or
the quotation button does anything -- they just silently fail.
