GJ: Input data to be incremental over 1 year #22

Assignment decision must take into consideration the assigned dates from previous cycles within the same school year.

Data input must be able to take the assignments from prev. cycles.

I had pushed this back to v0.3 milestone as I thought this may not matter but it must be done for initial acceptance, so moving back to v0.2.
