Directory /var/lib/serweb-frmwrk/smarty/ might be created with wrong permissions #14

It seems that this directory is not created by deb package but ad-hoc when it is needed. If chroust is executed first the directory is created with root ownership and web server cannot write to it.

Shall be tested on clean installation
