You over-complicated it by alot. I have an Lg h850 and a OP6 both running Lineageos 17 and they both have the issue you described but the workaround is as simple as when you longpress you do not lift the finger, you drag it to whatever character you want. Longpress->drag->lift finger in the end.

@andrerodr That's how it's supposed to work, but is failing on recent Android versions, so @LinuxRunsTheWorld gave a workaround (thanks! 🙇🏾♂️) for those of us who still love this (@ core) ancient app.

You're exactly right. That's why I posted. I guess I wasn't clear enough that NOTHING works--not long-pressing/dragging/lifting finger as @andrerodr suggested...or anything else.
OP here. My phone recently updated to Android 11 and the issue no longer exists. Yay!! So if you're able to upgrade to 11, this should solve the problem.
To be clear, this is a Motorola One Hyper running Android 10 at the time of my OP; it's now running 11 and the problem is gone.
This started when I bought a new phone, a Motorola One Hyper, running Android 10. None of my previous devices, up through a Moto Z² Force running Android 8.0.0, ever had this issue.
I use the full 5-row layout. Now, none of the alt characters in the top row can be selected--by ANY method. Long-pressing a top row key displays its alt characters, but they cannot be selected.
My workaround: set the up volume button to display the extended keyboard, i.e., six rows, with function keys as the top row. Adding that 6th row ABOVE the number row allows selecting alt characters for the number row.
