I leave here the first version of the design I came up with. I updated the UX a bit after our call Brandon, to avoid overlaying any buttons or elements to the map.
The idea is to always provide an alternative route to the map, and to lock the zoom in/out. This should make navigation a lot more accesible and practical.
First the user would land on a completely locked map with a welcome screen. We can add here any instructions or directions we might find important.
From there, the user can either click on the 'explore data' button to unlock the map, or simply click on the search box. If she clicks on the map:
But if she clicks on the search box, this would automatically deploy the table view as well:
When the user starts typing, the search box offers options as in an autocomplete. Clicking on a country will filter the table accordingly and zoom into the country.
If the user prefers to find the country in the map, she won't be able to zoom in, but on hover the countries display name and get a stripped overlay:
When I click on the country, as before, it would zoom into the country and show the country results in the table view:
Once I click on a report, it opens the report view, where I can see the different pages and download the data:

Target audience Will be public. People doing research or medical practice around COVID19 response who want to understand sentiments of medical professionals in their countries
Background WHO promotes conducting research that documents perceptions of healthcare workers. This portal will host the data collected on this topic and allow user to navigate through the reports by country, location, etc.
