10 years ago I pushed up a fix for this which simply writes the priority out in the file. A better fix would probably be to only write out the services one time though.
Anyway if you're interested, here it is, else I'm fine with just maintaining the fork for myself until/unless something better comes along.
It would be nice to have a "priority" field for cases where ordering providers is important.
