Unicode Encoding Errors with osm_import #135

Problem

Some of the Hindi (I think) location names cause encoding errors in line 102 of osm_import function (and therefore also in addr_import function)

Solution

Properly encode location.name

I have invalidated this issue by using the ID rather than the name
