Feature - Add Browse by Tag #148

Feature Request

A user should be able to browse for locations with similar (or matching) tags within a geographical area.

This function should appear in the right-hand column in details.html, above the current locations list. The existing "In This Area" listing should be removed.

Notes

Tags are saved per Location object and are user-selected, so a wide range of tags are possible
