Spike: Evaluate technologies for data marts #616

We need to decide what technology to use for data marts. Options include:

  1. BigTable (Google's Hadoop implementation)
  2. Datastore (Default storage for App Engine)
  3. Spanner (Google's highly-scalable relational db)
  4. Cloud SQL (Google's branding of MySQL)

Starting this off with Cloud SQL. The idea is to evaluate with the volume of data available in MyPedia project.
